The global COVID-19 pandemic has highlighted, among others, the need to adopt innovative technological solutions quickly and efficiently. An inter-institutional working group, organized and promoted by the Agència de Qualitat i Avaluació Sanitàries (AQuAS) and the Fundació TIC Salut i Social (FTSS) to facilitate and accelerate the evaluation and adoption of innovation aimed at finding solutions for the COVID-19 crisis, has identified the need for a measurement system to prioritize it. To address this need, a working subgroup of five multidisciplinary professionals has developed a new tool based on the PriTec prioritization tool. To do this, they reviewed and aligned the original PriTec items with the needs of the COVID-19 pandemic, in the context of innovation. The modified tool was tested through scoring cycles of various emerging and innovative technologies. Once defined its domains and items, five new reviewers rated three of the previously rated initiatives. The concordance between the evaluators' scores was estimated by calculating the intra-class correlation coefficient. The resulting tool contains 20 items, plus another one corresponding to an initial screening, distributed in 5 domains: 1) Illness or clinical condition; 2) Comparative results; 3) Economic impact; 4) Feasibility of implementation; 5) Aspects related to dissemination. The tool makes it possible to obtain an overall score for each innovation proposal, with a good correlation between evaluators. Although it would be necessary to complete and refine its validation, the tool would allow to prioritize technologies quickly and easily, taking into account all the relevant aspects for its evaluation and eventual adoption. PriTec-COVID-19 aims at prioritizing technologies to deal with the crisis caused by COVID-19 and allows its adaptation to future emerging needs.
