Abstract
The WHO Strategy 2020 proposes strengthening the services and the public health competences so that they become one of the pillars to face the new challenges for the health of the population, especially those that have worsened as a result of the economic crisis. According to the WHO, it is key to act on inequalities, Globalization, migration and urbanization, degradation environmental and climate change. All these factors - enter others, demographic changes and the progressive aging of the population - influence the health of the European population and they involve changes in the epidemiological pattern of diseases and the risk factors with an increase in the prevalence of diseases noncommunicable chronicles, as well as some emerging ones of the transmissible ones, and of the health emergencies.
